Hamas has elected Khalil al-Hayya as its new political bureau chief, following a months-long, internal process. This appointment, reported by Fox News Digital, occurs after the death of Yahya Sinwar last year and suggests the terrorist organisation prioritises stability over change. Al-Hayya has been a key figure in ceasefire negotiations with Israel and has reportedly survived several assassination attempts.
The move has been described by experts as an act of “institutional self-preservation”. Jaser AbuMousa, a Senior Fellow at the Middle East Institute, told Fox News Digital that Al-Hayya’s appointment signals “more of the same, deliberately”. He has been a chief negotiator for Hamas and is described as its “ultimate institutional survivor”. AbuMousa suggests this indicates continued engagement in talks, but not moderation of the group’s core objectives. Several of Al-Hayya’s family members have been killed in Israeli operations, reportedly adding to his standing within the organisation.
According to analysis, Hamas has chosen a path of continuity following the devastation it has suffered since October 7th 2023, prioritising its relationship with Iran and maintaining its armed capacity. AbuMousa believes Al-Hayya’s elevation demonstrates a reluctance to reassess the decisions which led to the current crisis in Gaza. The leadership change was not decided by direct election from the Gazan population, who have not voted since 2006 and many of whom blame Hamas for their plight.
The expectation is that Al-Hayya will maintain a low public profile, operating through intermediaries and preserving a decentralised command structure to mitigate further losses. This suggests Hamas intends to operate along the lines of Hezbollah, maintaining control without assuming overt governance.
